      Warden: Chuck Keeton



      Charles Keeton was named warden at Central Arizonia Detention Center in November 2008. Most recently he served as warden at CCA's Dawson State Jail since December 2003. Keeton served as warden of the Dawson State Jail with the Texas Department of Criminal Justice since 2000. He has also served as warden II, senior warden I and senior warden II with the TDCJ. Prior to working with the TDCJ, Keeton served six years with the Texas Department of Mental Health and Mental Retardation. He holds a bachelor's degree from the University of Texas at Tyler.

      Proven experience and correctional industry best practices shape CCA’s approaches to managing inmates – direct supervision and unit management. These methods create a safer, more secure environment for facility staff and inmates, offering built-in surveillance and proactive monitoring.


      Direct Supervision
      With direct supervision, correctional officers are posted within inmate housing units. This enables them to:
      • Become familiar with a unit’s daily operations and the personalities, communication styles and relevant issues of inmates housed there.
      • Set and reinforce expectations for inmate behavior and immediately address issues at the frontline level.
      • Promote communication, reduce tension and suppress conflicts.
      • Foster staff collaboration, as unit managers, case managers, correctional counselors and correctional officers handle day-to-day matters, inmate cases, sanitation, and safety and security, which streamlines operations.



      Unit Management
      Unit management divides a facility into smaller, more manageable housing units, decentralizes responsibility and authority to the frontline level, and provides staff the opportunity to directly de-escalate and solve problems. Correctional officers carry out CCA’s philosophy of “walking and talking,” which means spending time with and among the inmate population, rather than remotely observing them or intermittently patrolling their housing units. Through unit management, facility staff:
      • Become aware of individual and collective inmate behaviors.
      • Identify changes in behaviors before they impact facility security.
      • Effectively monitor and prevent inmate incidents.
      • Increase intelligence about inmate activities.

      Used together, unit management and direct supervision offer valuable opportunities to enhance operations, create a safer, more secure environment, and provide employees expanded operational responsibilities.

      2. Mail money orders and / or cashier’s checks in envelopes addressed in the following
      manner:
