      Mission:
      The Mission of the Rio Cosumnes Correctional Center is to provide a safe, secure and healthy environment for the confinement of inmates as prescribed by law. We dedicate ourselves to this Mission with a commitment to teamwork, fairness and professionalism.

      Goals:

      It is the goal of the RCCC Division to prevent escapes and wrongful releases and to increase vocational and educational opportunities for inmates confined in our facility.


      The Rio Cosumnes Correctional Center (RCCC) is the primary custody facility for inmates sentenced to County Jail from the Sacramento County Courts. An increasing percentage of the inmates are pre-sentence detainees housed at RCCC to keep the population at the Main Jail below the limit set by Federal decree. In addition, the Correctional Center houses inmates en route to other jurisdictions, federal prisoners under a contract with the U.S. Bureau of Prisons, and reciprocal prisoners from other counties. RCCC is the primary reception point for parole violators who are being held pending revocation hearings and the central transportation point for all defendants sentenced to State Prison. Classified as a Type II facility, RCCC accepts newly arrested persons booked by law enforcement agencies in the south part of Sacramento County. A staff of over 180 Sheriff's Department employees provides supervision to all inmates to ensure they live in a safe, secure and healthy environment.       Inmate Releases:
      If you are picking up an inmate on their scheduled release date you must report to the gatehouse between 4:30 and 5:00 AM. Inmates who do not have a ride will be transported by a Sheriff’s Department bus and released at the Main Jail located at 651 I Street, Downtown Sacramento.

      Inmate Visit Registration and Information:
      Dress Code: The dress code applies to ALL visitors. Visitors shall not wear any revealing clothing: Tube tops, see-through mesh materials, short skirts or shorts, micro mini skirts, tank tops with thin straps, backless or sleeveless tops, clothing that reveals the midriff or chest, or backless, sleeveless or bathing-suit style tops are not permitted. Clothing with logos that promote violence, hate, drug use, profanity, sex acts or gangs are not allowed. All visitors are required to wear footwear (shoes, sandals or boots) suitable for potentially uneven ground.

      Required Visitor Identification:
      All visitors over 18 years of age must present one form of picture identification as described below when registering to visit and whenever a uniformed officer requests to see it.

      • Valid driver’s license or identification card from any state or Mexico, or
      • A current military identification card, or
      • A valid Passport, or
      • A valid Alien Registration Card issued by the United States Government, or
      • Matricula Consular (MCAS), Mexican ID card.

      Other Visiting Requirements:
      You and your vehicle are subject to search while on jail property. You will be searched (pat-down or metal detector) before you are allowed to visit. It is your responsibility to be free of any type of metal that will activate the metal detector. Activation of the metal detector may result in loss of visiting privileges.
      No more than three (3) persons may visit an inmate at a time; this includes minor children. No one under 18 years of age will be allowed to visit unless:

      • They are accompanied by a parent or legal guardian.
      • In possession of a certified copy of a marriage certificate.
      • In possession of a certified copy of an emancipation declaration.

      You will only be allowed to bring one (1) car key or door remote, identification and money. Visitors with infants may also bring in a clear plastic bag containing one (1) infant feeding bottle, one (1) diaper, one (1) baby blanket and baby wipes. No diaper bags, food, strollers or car seats will be allowed.

      No storage lockers are available at Rio Cosumnes Correctional Center; personal property must be secured in the visitor’s vehicle.



      Persons not permitted to visit:
      Certain persons are not permitted to visit:


      • Any person released from the Main Jail or Rio Cosumnes Correctional Center within the last 30 days
      • Any person on parole from any state
      • Any person actively participating in a work release or work furlough program
      • Any person who has been previously convicted of a felony which resulted in confinement in any state prison. Such persons must obtain the prior consent of the Jail Commander or Watch Supervisor (PC 4571).

      Letter Mail and Correspondence

      The Rio Cosumnes Correctional Center (RCCC) has strict mail procedures that must be followed for the safety and security of the facility, staff, and inmates. Due to the large population of inmates in custody, you must include the inmate’s X-Reference number and housing location on all items mailed to RCCC. Please follow these rules to reduce delays and ensure a timely delivery of mail. The following is a sample of Unacceptable items which will be returned to the sender or confiscated:


      • Drugs, weapons, hazardous materials, etc.
      • Stationery, Stamps, Envelopes, Post-its, etc.
      • Staples, paperclips, metal, plastic, laminations, balloons, jewelry, etc.
      • Stickers, labels, tape, glue, or any adhesives on the inside or outside of the envelope/letter.
      • Musical cards, glitter, paint, string, etc.
      • Mail containing bubble wrap or plastic.
      • Padded Envelopes.
      • Polaroid photographs or photos larger than 4"x6". Inmates are not allowed to possess more than ten (10) photographs at any given time.
      • Photographs or pictures that are pornographic, nude, suggestive, showing gangs, gang tattoos, or hand gestures (signs) are not allowed.
      • Cash or Checks (Only money orders are accepted). Money orders must be completely filled out with the inmate’s full name, X-Reference number, housing location, and the purchaser’s full name and address.
      • Identification cards and phone cards are not allowed.
      • Mail that does not have a return address will be labeled “Dead Mail” and returned the USPS. Mail that does not have a complete return address (Nick names or full name) will be return to sender.
      • Do not draw on the envelope, neatly print all information.
      • Any items not listed which may compromise the security of the facility.

      Books, Newspapers and Subscriptions:
      RCCC will not accept books, newspapers or magazines mailed from a book store or an individual. Books, newspapers and magazines will ONLY be accepted directly from the publisher or through online services (Amazon, Barnes and Noble….etc.) on behalf of the inmate. All publishers must be verifiable. No Hardcover books are allowed to be sent to an inmate, only paperback books and magazines will be accepted.


      • No Hardcover Books/ Paperback only
      • Must be from publisher, No book stores. (Amazon, Barnes and Noble, Borders, etc. are okay
      • No staples, metal, or hard plastic bindings.
      • Books, Magazines and Newspapers that contain photographs or pictures that display drugs, pornography, nudity, suggestive, gangs, gang tattoos, or hand gestures (signs) are not allowed
      • No CD, DVD, or tapes allowed.
      • No food products, cosmetic items, board games, personal clothing, etc.
      • No stationary, note pads, envelopes, stamps, pens, pencils, etc. (These items may be purchased through commissary.)
      • Inmates are not allowed to possess more than five (5) books at any given time.
      • Any material that appears to be obscene or tends to incite murder, arson, riot, racism or otherwise compromises the security of the facility will not be accepted.
      • Any items not listed which may compromise the security of the facility.

      ALL unacceptable or improperly addressed inmate mail will be returned to sender.

      Depositing money into an inmate's account
      :
      Cash, ATM, cashier’s checks or money orders will be accepted for inmate accounts, at the gatehouse, between the hours of 7:30 AM and 9:00 PM. ATM, cashier’s checks or money order transactions require a valid ID. All deposit transactions require a deposit slip, which is available in the gatehouse lobby. Money orders and cashier’s checks are to be made payable to the inmate and must include the x-reference number. Money orders are limited to $100. Be sure to use the name they were booked under (please check the printed inmate name roster also located in the lobby). Credit cards, personal checks and coins WILL NOT be accepted. NO CHANGE will be given out. Money may also be deposited at the downtown Main Jail.


      In addition, NO person released from the Main Jail or Rio Cosumnes Correctional Center within a period of 30 days will be allowed to place money or request money removed from any in-custody person’s account. Money can ONLY be withdrawn ONCE from an inmate’s account during their custody period.

      Inmate Property Information
      Items not available at this facility which are essential to an inmates health and well being may be accepted as determined by the Gatehouse officer. Inmate property releases are processed during the hours of 7:30 AM to 9:00 PM daily. In order for R.C.C.C. to release an inmate’s property to you promptly, the inmate must have submitted a property release form in advance. Otherwise, forms will be provided upon request at the gatehouse. However, processing the form in this manner is subject to extreme delay. The public counter officer will give you a waiting time estimate and may suggest you return in several hours or the next day. You may not receive the inmates clothing unless he is going to state prison. If requesting personal property items, you must take the entire package.

      Correctional Health Division administers all legally mandated health services provided to adult inmates held within the County jail system. These services include medical, dental, and ancillary services. Health care is both preventive and therapeutic, and designed to provide for the physical well being of the inmate population.


      In order to provide the best physical and mental health services to our inmates, we have established an email address specifically for the purpose of addressing questions or concerns about those incarcerated in our facilities. We also have a central phone contact for our main office at Correctional Health Services.


      This email is set up for all of our customers, i.e. family members, attorneys, other correctional agencies, and other concerned parties.
